JSC Grindeks has invested €1.87 million in a new packaging line at JSC Tallinna Farmaatsiatehas. During its first eight months of operation, the line produced 719,700 packs of solid oral dosage forms, accounting for 9% of the total volume of finished dosage form packs handled by Grindeks.
The investment covered the development and equipping of a dedicated packaging area for finished dosage forms, the installation of the packaging line, the acquisition of technological equipment, and the implementation of quality control and product traceability systems.
The packaging processes comply with EU Good Manufacturing Practice (GMP) requirements for pharmaceutical manufacturing, quality control and packaging operations.
As demand for Grindeks products increased, we looked for ways to ease pressure on production capacity in Riga while maintaining flexibility in future production planning. The additional equipment needed to introduce a new packaging format can cost €50,000–60,000, while the packaging lines in Riga and Tallinn are technologically identical. Using compatible lines at both manufacturing sites reduces our reliance on a single location, enables more efficient production planning and gives us greater flexibility when introducing new products or packaging formats. In practice, this approach improves cost efficiency and strengthens long-term operational resilience.

Kadri Randveer, Head of JSC Tallinna Farmaatsiatehas, said: “In the pharmaceutical industry, competitiveness increasingly depends not only on manufacturing capacity but also on the ability to adapt to changing market conditions. Our focus is on gradually expanding the plant’s manufacturing capabilities so that, over time, it can take on a broader range of projects and strengthen its role within the Grindeks Group. This approach also supports Europe’s broader objective of strengthening the resilience of pharmaceutical manufacturing and improving access to critical medicines.”
Currently, JSC Tallinna Farmaatsiatehas packages five medicinal products across several therapeutic areas. The plant also has additional capacity for manufacturing finished dosage forms, as well as infrastructure to support further expansion of its packaging operations.
This enables a growing share of the Grindeks Group’s manufacturing and supply activities to be carried out within the Group, strengthening control over the manufacturing and supply chain.
